EDITOR’S NOTE: The treasonous elites of Athens, preoccupied with phobias to Turkey, are dealing with the very serious sovereignty issues shamefully.  They proceeded the last few years to delineate the country’s EEZ (Exclusive Economic Zone) with Italy and Egypt only. Greece Should Extend the Territorial Waters To 12 Miles and Tear Up the Athens Memorandum with Ankara

Huge expansion of the territorial waters zone of the pro-Turkish Government of Libya under Dbeiba – Ankara violates the Athens Declaration through third parties, who are not bound by it! – Unilateral action through representatives – Our expansion to the south of Crete in consultation with Egypt is urgent

Some rushed to celebrate when the Declaration of Athens was drawn up, trying to convince us that it was the first step towards the rapprochement of Greece and Turkey and the establishment of relations of mutual understanding between the two states. The same people yesterday wanted to convince us that the decision of the pro-Turkish Government of Libya to extend its territorial waters to 12 miles is a “normal move, which does not affect Greek interests and does not worry Greece”! Because this is not the case, because this is an action that was devised in cooperation with Ankara and through which the vital interests of our country in the eastern Mediterranean are affected, the immediate reaction of Athens is imperative.

We therefore call on the Greek Government to take two actions immediately.

Mr. K. Mitsotakis:

– Decide to extend the territorial waters of Greece to 12 miles with immediate effect.

– Throw the Declaration of Athens into the wastebasket since Turkey has already violated it. Be it indirectly. Be through a representative. The prospects of restoring friendly relations with Ankara have been diffused.

The revelation was made yesterday by the newspaper “Kathimerini”, which published the map we are quoting and on which the 12-mile zones appear, as well as the adjacent 24-mile zone. We must also note that the two zones do not start from the coasts but from the “baseline” at the exit of the Gulf of Sirte. This point should also concern us when defining our own territorial waters and sea zones, but it is not of the present.

Just as it had happened with the Turkish-Libyan memorandum, which the two countries keep in force, so also with the extension of territorial waters, Libya hastened to notify the UN of the relevant decision of its ministerial council.

It is recalled that with the Declaration of Athens, Greece and Turkey pledged to refrain from unilateral actions. Libya did not commit, so Turkey instructed it to undertake the unilateral action of expanding its territorial waters. This action has direct implications for the delimitation of the EEZ and the reef, while it constitutes an element of the ratification of the Turkish-Libyan memorandum, which is considered illegal by Greece, but remains in force. So, while common sense indicates that the signing of the Declaration of Athens should have been done simultaneously with Ankara’s repudiation of the Turkish-Libyan memorandum, the latter is using its agent, the Dbeiba government of Tripoli, to ratify it and create springboard for more claims. We have, otherwise, rewritten it. For Turkey, every compromise and every move towards rapprochement is simply a step towards the next set of claims.

It is a fact that the latest Libyan action is directed directly against Egypt and indirectly against Greece. It claims an extension of its maritime zone towards the East at the expense of its counterpart, Egypt, even though the latter had declared this zone an area for exercising its own sovereign rights. Such zones, however, must be delimited by bilateral agreements, in order to have existence, according to the Law of the Sea.

So, we come back to the Greek Government, stressing that it is imperative that the Prime Minister go to Cairo immediately, meet with President Sisi and conclude a bilateral agreement, which will ensure Greek and Egyptian interests in the region. This agreement may be complementary to the partial demarcation agreed by the Ministers of Foreign Affairs of the two countries, Nikos Dendias and Sameh Soukri, on August 6, 2020. Such a bilateral agreement also reverses the expansion of Libya into our sea and the Turkish-Libyan memorandum.

Therefore, it is much more immediate and necessary than any internal political issue to confront the new situation that Turkey and Libya are shaping in the region directly. The Egyptians know this well. It is good, therefore, that those circles that claim that Libya’s move is “usual” should be sidelined in Athens as well and that the national effort to safeguard Greek interests in the eastern Mediterranean should be taken up. In good cooperation with Egypt.

Ἐπεκτείνετε τώρα τά χωρικά ὕδατα στά 12 μίλια καί σχίσατε τό μνημόνιο τῶν Ἀθηνῶν

Ὕπουλη ἐπέκτασις τῆς αἰγιαλίτιδος ζώνης τῆς φιλοτουρκικῆς Κυβερνήσεως τῆς Λιβύης ὑπό τόν Ντμπεϊμπά – Ἡ Ἄγκυρα παραβιάζει τήν Διακήρυξη μέσῳ τρίτων, πού δέν δεσμεύονται ἀπό αὐτήν! – Μονομερής ἐνέργεια μέσῳ ἀντιπροσώπων – Ἐπείγει ἡ ἐπέκτασίς μας νοτίως τῆς Κρήτης σέ συνεννόηση μέ τήν Αἴγυπτο

Κάποιοι ἔσπευσαν νά πανηγυρίσουν ὅταν συνετάχθη ἡ Διακήρυξις τῶν Ἀθηνῶν, προσπαθῶντας νά μᾶς πείσουν ὅτι ἔγινε τό πρῶτο βῆμα γιά τήν προσέγγιση Ἑλλάδος Τουρκίας καί γιά τήν ἐγκαθίδρυση σχέσεων ἀμοιβαίας κατανοήσεως μεταξύ τῶν δύο κρατῶν. Οἱ ἴδιοι χθές ἤθελαν νά μᾶς πείσουν ὅτι ἡ ἀπόφασις τῆς φιλοτουρκικῆς Κυβερνήσεως τῆς Λιβύης νά ἐπεκτείνει τά χωρικά της ὕδατα στά 12 μίλια, εἶναι μία «συνηθισμένη κίνησις, ἡ ὁποία δέν ἐπηρεάζει τά ἑλληνικά συμφέροντα καί δέν ἀνησυχεῖ τήν Ἑλλάδα»! Ἐπειδή δέν εἶναι ἔτσι, ἐπειδή πρόκειται γιά ἐνέργεια πού μεθοδεύθηκε σέ συνεργασία μέ τήν Ἄγκυρα καί διά τῆς ὁποίας θίγονται ζωτικά συμφέροντα τῆς χώρας μας στήν ἀνατολική Μεσόγειο, εἶναι ἐπιβεβλημένη ἡ ἄμεσος ἀντίδρασις τῶν Ἀθηνῶν.

Καλοῦμε, λοιπόν, τήν ἑλληνική Κυβέρνηση νά προβεῖ ἀμέσως σέ δύο ἐνέργειες.

– Λάβετε τήν ἀπόφαση ἐπεκτάσεως τῶν χωρικῶν ὑδάτων τῆς Ἑλλάδος στά 12 μίλια μέ ἄμεσο ἐφαρμογή της.

– Πετάξτε στόν κάλαθο τῶν ἀχρήστων τήν Διακήρυξη τῶν Ἀθηνῶν, ἀφοῦ ἡ Τουρκία ἤδη τήν ἔχει παραβιάσει. Ἔστω ἐμμέσως. Ἔστω μέσῳ ἀντιπροσώπου. Οἱ προοπτικές ἀποκαταστάσεως φιλικῶν σχέσεων μέ τήν Ἄγκυρα ἔχουν ἐξανεμισθεῖ.

Τήν ἀποκάλυψη ἔκανε χθές ἡ ἐφημερίς «Καθημερινή», ἡ ὁποία ἐδημοσίευσε τόν χάρτη τόν ὁποῖο παραθέτουμε καί στόν ὁποῖο ἐμφαίνονται οἱ ζῶνες τῶν 12 μιλίων, καθώς καί ἡ συνορεύουσα ζώνη τῶν 24 μιλίων. Πρέπει, ἐπίσης, νά παρατηρήσουμε ὅτι οἱ δύο ζῶνες δέν ἐκκινοῦν ἀπό τίς ἀκτές, ἀλλά ἀπό τήν «γραμμή βάσεως» στήν ἔξοδο τοῦ κόλπου τῆς Σύρτης. Τό σημεῖο αὐτό πρέπει, ἐπίσης, νά μᾶς ἀπασχολήσει κατά τόν καθορισμό τῶν δικῶν μας χωρικῶν ὑδάτων καί θαλασσίων ζωνῶν, ἀλλά δέν εἶναι τῆς παρούσης.

Ὅπως ἀκριβῶς εἶχε γίνει καί μέ τό τουρκο-λιβυκό μνημόνιο, τό ὁποῖο οἱ δύο χῶρες διατηροῦν σέ ἰσχύ, ἔτσι καί μέ τήν ἐπέκταση τῶν χωρικῶν της ὑδάτων ἡ Λιβύη ἔσπευσε νά κοινοποιήσει στόν ΟΗΕ τήν σχετική ἀπόφαση τοῦ ὑπουργικοῦ της συμβουλίου.

Ὑπενθυμίζεται ὅτι μέ τήν Διακήρυξη τῶν Ἀθηνῶν, Ἑλλάς καί Τουρκία ἐδεσμεύθησαν νά ἀπέχουν μονομερῶν ἐνεργειῶν. Ἡ Λιβύη, βεβαίως, δέν δεσμεύεται, ὁπότε ἡ Τουρκία καθωδήγησε αὐτήν νά ἀναλάβει τήν μονομερῆ ἐνέργεια ἐπεκτάσεως τῶν χωρικῶν της ὑδάτων. Ἡ ἐνέργεια αὐτή ἔχει ἄμεσες ἐπιπτώσεις στήν ὁριοθέτηση ΑΟΖ καί ὑφαλοκρηπῖδος, ἐνῷ ἀποτελεῖ στοιχεῖο ἰσχυροποιήσεως τοῦ τουρκο-λιβυκοῦ μνημονίου, τό ὁποῖο θεωρεῖται μέν ἀπό τήν Ἑλλάδα παράνομο, ὅμως παραμένει σέ ἰσχύ. Ἐνῷ, λοιπόν, ἡ κοινή λογική ὑποδεικνύει ὅτι ἡ ὑπογραφή τῆς Διακηρύξεως τῶν Ἀθηνῶν ἔπρεπε νά γίνει ταὐτοχρόνως μέ τήν ἀποκήρυξη τοῦ τουρκο-λιβυκοῦ μνημονίου ἀπό τήν Ἄγκυρα, ἡ τελευταία χρησιμοποιεῖ τό ἐνεργούμενό της, τήν κυβέρνηση Ντμπεϊμπά τῆς Τριπόλεως γιά νά τό ἰσχυροποιήσει καί νά δημιουργήσει ἐφαλτήριο γιά περισσότερες διεκδικήσεις. Τό ἔχουμε, ἄλλως τε, ξαναγράψει. Γιά τήν Τουρκία, κάθε συμβιβασμός καί κάθε κίνησις προσεγγίσεως εἶναι ἁπλῶς βῆμα πρός τήν ἑπομένη δέσμη διεκδικήσεων.

Εἶναι γεγονός ὅτι ἡ τελευταία λιβυκή ἐνέργεια στρέφεται ἀμέσως ἐναντίον τῆς Αἰγύπτου καί ἐμμέσως ἐναντίον τῆς Ἑλλάδος. Διεκδικεῖ μίαν ἐπέκταση τῆς θαλασσίας ζώνης της πρός Ἀνατολάς εἰς βάρος τῆς ἀντιστοίχου τῆς Αἰγύπτου, παρ’ ὅτι, μάλιστα, ἡ τελευταία εἶχε μονομερῶς κηρύξει περιοχή ἀσκήσεως δικῶν της κυριαρχικῶν δικαιωμάτων τήν ζώνη αὐτή. Τέτοιες ζῶνες, ὅμως, πρέπει νά ὁριοθετοῦνται μέ διμερεῖς συμφωνίες, προκειμένου νά ἔχουν ὑπόσταση, κατά τό Δίκαιο τῆς Θαλάσσης.

Ἐπανερχόμεθα, λοιπόν, πρός τήν ἑλληνική Κυβέρνηση, τονίζοντας ὅτι εἶναι ἐπιβεβλημένο νά μεταβεῖ ἀμέσως ὁ Πρωθυπουργός στό Κάϊρο, νά συναντηθεῖ μέ τόν Πρόεδρο Σίσι καί νά συνομολογηθεῖ διμερής συμφωνία, πού θά διασφαλίζει τά ἑλληνικά καί τά αἰγυπτιακά συμφέροντα στήν περιοχή. Μπορεῖ νά εἶναι ἡ συμφωνία αὐτή συμπληρωματική πρός τήν μερική ὁριοθέτηση πού συνωμολόγησαν οἱ ὑπουργοί Ἐξωτερικῶν τῶν δύο χωρῶν, Νῖκος Δένδιας καί Σαμέχ Σούκρι, στίς 6 Αὐγούστου τοῦ 2020. Μία τέτοια διμερής συμφωνία ἀνατρέπει καί τήν ἐπέκταση τῆς Λιβύης στήν καθ’ ἡμᾶς θάλασσα καί τό τουρκο-λιβυκό μνημόνιο.

Εἶναι, λοιπόν, πολύ πιό ἄμεσο, πολύ πιό ἀπαραίτητο ἀπό ὁποιοδήποτε ἐσωτερικό πολιτικό ζήτημα ἡ ἄμεσος ἀντιμετώπισις τῆς νέας καταστάσεως πού διαμορφώνουν Τουρκία καί Λιβύη στήν περιοχή. Οἱ Αἰγύπτιοι τό γνωρίζουν καλά. Καλό εἶναι, λοιπόν, καί στήν Ἀθήνα νά παραγκωνισθοῦν οἱ κύκλοι ἐκεῖνοι πού ἰσχυρίζονται ὅτι ἡ κίνησις τῆς Λιβύης εἶναι «συνηθισμένη» καί νά ἀναληφθεῖ ἡ ἐθνική προσπάθεια γιά τήν διασφάλιση τῶν ἑλληνικῶν συμφερόντων στήν ἀνατολική Μεσόγειο. Σέ ἀγαστή συμπόρευση μέ τήν Αἴγυπτο.
