We must remind ourselves of our foolish attitude of expecting that an American (or French or Russian) President or other politicians will do anything to support Greek interests “because they are just.” After a while, disappointment naturally sinks in, and we enter a phase of depression – instead of drawing the right lessons and depending on our own diplomatic skills and not on any one big power.
Well, in the years after the post-Carter disappointment and depression, a Cypriot who lived and worked in Greece, Giannos Kranidiotis, who served for several years as an alternate Foreign Minister, using all his skills in diplomacy laid the foundations for a miracle: Cyprus in 2004 became a member of the European Union, in the most significant advancement of Hellenic interests in the Mediterranean… It happened a few years after his untimely death in a plane crash in Bucharest in 1999. May his example enlighten all those dealing with foreign policy in Greece and Cyprus…

When we rang bells in Cyprus for Carter, his two trips to the island
The plan that ultimately did not proceed and Cyprus’ condolences to the Carter family
November 2, 1976, Jimmy Carter won the American elections, and the bells literally rang in the Cypriot churches since the helm of the American government was taken over by a philhellene politician, who in his election campaign, called for a solution to the Cyprus problem and the withdrawal of Turkish troops.
“The widely reported decolonization of Cyprus by Turkish military and political forces must stop. The Greek Cypriot refugees must be allowed to return to their homes.”

And it may not have been successful, but his efforts are still recognized today, with the President of the Republic expressing his condolences to the family of an important figure in American politics, who 22 years ago received the Nobel Peace Prize.

Plan for the Cyprus Problem
A few weeks after his election to the US presidency, Jimmy Carter proposed the well-known American-British-Canadian plan, sending special envoy Clark Clifford to Cyprus.
The problem that exists here in Cyprus is so sensitive and so delicate.

Carter seems to have promised Turkey that if it accepted the plan, he would proceed with lifting the arms embargo imposed on Turkey on February 5, 1975 due to its invasion of Cyprus.
A plan envisaged a Federation, with substantial powers and responsibilities on both sides, but with a foreign policy, trade, and Central Bank.

He was in fact one of the last politicians to believe that the Annan plan could, under certain conditions, be revived, as he had stated from Nicosia in 2008, in the context of his visit as a member of the “Elders” Peace Group.

A year later, he was back in Cyprus, first talking with Christofias and Talat and the need to do something good in the Cyprus issue, while before leaving, he had also spoken to young people from both communities.

Όταν χτυπούσαμε καμπάνες στην Κύπρο για τον Κάρτερ, τα δύο του ταξίδια στο νησί
2 Νοεμβρίου 1976 ο Τζίμι Κάρτερ κερδίζει τις αμερικανικές εκλογές και οι καμπάνες χτυπούν στην κυριολεξία στις κυπριακές εκκλησίες, αφού το τιμόνι της αμερικανικής κυβέρνησης αναλάμβανε ένας φιλέλληνας πολιτικός, ο οποίος στον προεκλογικό του αγώνα, έταζε επίλυση του κυπριακού και αποχώρηση τουρκικών στρατευμάτων.

«Η ευρύτατα αναφερόμενη αποικοιοποίηση της Κύπρου από τουρκικές στρατιωτικές και πολιτικές δυνάμεις, πρέπει να σταματήσει. Πρέπει να αφεθούν οι Ελληνοκύπριοι πρόσφυγες να επιστρέψουν στα σπίτια τους.»
Και μπορεί να μην υπήρξε αποτέλεσμα, ωστόσο η προσπάθεια του αναγνωρίζεται μέχρι και σήμερα, με τον Πρόεδρο της Δημοκρατίας να εκφράζει τα συλλυπητήρια του προς τους οικείους ενός σημαντικού πρόσωπο της αμερικανικής πολιτικής σκηνής, το οποίο πριν από 22 χρόνια έλαβε το Νόμπελ Ειρήνης.

Σχέδιο για το Κυπριακό
Λίγες βδομάδες μετά την εκλογή του στην προεδρία των ΗΠΑ, ο Τζίμι Κάρτερ είχε προτείνει το γνωστό Αμερικανοβρετανοκαναδικό σχέδιο, στέλνοντας στην Κύπρο τον ειδικό απεσταλμένο Κλαρκ Κλίφορντ.
Το πρόβλημα που υπάρχει εδώ στην Κύπρο είναι τόσο ευαίσθητο και τόσο λεπτό.

Ο Κάρτερ φαίνεται να είχε υποσχεθεί στην Τουρκία ότι αν δεχόταν το σχέδιο θα προχωρούσε σε άρση του εμπάργκο όπλων που είχε επιβληθεί στην Τουρκία στις 5 Φεβρουαρίου 1975 εξαιτίας της εισβολής της στην Κύπρο.
Ένα σχέδιο το οποίο προνοούσε Ομοσπονδία, με ουσιαστικές εξουσίες και αρμοδιότητες στις δύο πλευρές, με μια όμως εξωτερική πολιτική, εμπόριο και Κεντρική Τράπεζα.
Ταξίδι στην Κύπρο
Ήταν μάλιστα ένας από τους τελευταίους πολιτικούς που θεωρούν ότι το σχέδιο Ανάν θα μπορούσε υπό προϋποθέσεις να ζωντανέψει ξανά, όπως είχε δηλώσει από την Λευκωσία το 2008, στο πλαίσιο της επίσκεψης του ως μέλος της Ομάδας για την Ειρήνη «Οι Πρεσβύτεροι»

Ένα χρόνο μετά βρέθηκε ξανά στην Κύπρο, συνομιλώντας πρώτα με Χριστόφια και Ταλάτ και την ανάγκη να γίνει κάτι καλό στο κυπριακό, ενώ πριν αναχωρήσει είχε μιλήσει και σε νέους από τις δύο κοινότητες.

Carter was a good and sincere man. Too good to survive the presidency. He promised to “never lie” to Americans. How can anyone be a politician and never lie? Impossible. He genuinely believed that he could be a peacemaker. After all. he brokered peace between Israel and Egypt. Two implacable enemies. But both of the leadership of those two wanted peace. Turks, on the other hand, did and still do not want the Cyprus problem solved. As far as they’re concerned, it is not a problem. To us, Greeks it is a problem. So, you can’t have a solution when one side is unwilling to meet you half way.
