Washington’s Summit on Ukraine: Symbolism, Uncertainty, and the Search for Guarantees

The White House played host to one of the most significant Ukraine summits since the war began, as President Donald Trump welcomed Volodymyr Zelensky and a parade of European leaders. Optimism was high after Trump declared a Putin–Zelensky meeting was now a matter of “when, not if.” Yet by the close of talks, there was no ceasefire, no peace framework, and no binding security guarantees for Ukraine. Trump hinted that “good protection” was coming. European leaders pressed for a truce before talks could advance, while Zelensky, in a deliberate show of gratitude and charm, urged “everything” — weapons, training, intelligence, manpower — to secure his nation’s survival.

One of Trump’s boldest proposals is to bring Zelensky and Putin together face-to-face for the first time since the full-scale invasion began. The Kremlin’s response was cautious, hinting at “raising the level of talks” but stopping short of endorsing a presidential bilateral. Should a Putin–Zelensky meeting occur, Trump envisions a follow-up trilateral summit with himself at the table — a dramatic encounter that could reset the course of the war, or expose just how far apart the two sides are. A “When, Not If” Trump–Putin–Zelensky Meeting?

Trump has made it clear that he aims to engineer a face-to-face meeting between Zelensky and Putin, with himself at the table. On a hot mic, he even remarked to Emmanuel Macron that Putin “wants to make a deal for me.” Whether this is insight or bravado remains unclear. Moscow’s public response was muted, noting only that it might “raise the level of representatives” in talks — a far cry from confirming Putin’s personal attendance. For Kiev the danger is that such theatrics serve Moscow’s narrative more than Ukraine’s sovereignty.

The Ceasefire Debate

Perhaps the sharpest divergence came over the role of a ceasefire. Trump downplayed its necessity, suggesting wars can be settled “through the war” itself, citing other regional conflicts he claims to have influenced. European leaders balked: German Chancellor Friedrich Merz insisted there could be no credible next step without a ceasefire, and others echoed him. Zelensky, notably, did not repeat his usual call for a truce — a possible sign of tactical recalibration, but also a reminder of the peril Ukraine faces while bombs still fall.

Security Guarantees — The Central Question

At the heart of the summit was the issue of security guarantees. When pressed, Zelensky answered bluntly: “Everything.” Weapons, intelligence, training, manpower — in short, the full arsenal of Western support. Trump, for his part, sounded firmer than in past appearances. He promised that Europe would be the “first line of defense,” but that the U.S. would also be “involved.” This is the most decisive language he has used about commitments to Ukraine’s survival. Yet details remain conspicuously absent: does “good protection” mean continued arms shipments, or does it imply U.S. forces on Ukrainian soil — a move that would risk direct confrontation with Russia?

Optics and Charm

Unlike his tense visit earlier this year, Zelensky adopted a tone of gratitude, wearing a suit, joking with reporters, and even delivering a personal note from his wife to Melania Trump. The optics were crafted to soften American resistance and court Trump’s ego. European leaders, too, praised Trump’s role in convening the talks. This charm offensive may keep Ukraine’s cause alive in Washington, but it does not by itself secure the weapons, men, and guarantees Zelensky insists are necessary. In the end, the fact is that the war is lost for the West and the sanctions have entirely failed: Even as the meeting took place, the United States kept buying Uranium from Russia, while Germany kept buying Russian oil through India!!  The oligarchs and the financial establishment of the City of London and New York will eventually have to recognize that they failed to steal the Russian riches and will have to lose much of the global control of their “Empire of Lies”….
