EDITOR’S NOTE. Greece is among the most corrupt countries on Earth. This fact is known to all of us who were born there or trace their descent there. But the recent scandals during the disastrous Mitsotakis administration (Railroad scandal at Tempi, wiretapping of political leaders among many others) has attracted the attention of an independent European agency. The European Prosecutor General Laura Kodruta Kovetsi (a Romanian who is not well-liked in her native, also corrupt, country) visited Greece last week and she had a few meetings with government officials. She also made a remarkable suggestion hitting the beast at its heart: she asked the government to change the law protecting for any liability all ministers and government officials – including members of the parliament!!

European Prosecutor To Greece: Change The Law For the Liability Of Ministers!!
The European Prosecutor General Laura Kodruta Kovetsi, who visited our country a few days after the indictment of her office for the Tempe accident, had a MEETING with the Minister of Justice, Giorgos Floridis, and the competent Deputy Minister, Ioannis Bougas.
The European General Prosecutor wants the case to be investigated in depth with further initiatives being taken by the Greek Judiciary and the Greek Government.
The multi-page indictment of the European Public Prosecutor’s Office exposes the ruling party and the conclusion reached after the completion of the proceedings of the Commission of Inquiry on Tempi. Specifically, the European Prosecutor’s Office has come to the conclusion that if the 717 agreement had been concluded, the tragedy with the 57 dead would have been avoided. At the same time, he refutes the claim that “no technology would have prevented the accident, since even the most modern systems are operated by people”, which was expressed by the former Minister of Transport, Kostas Ach. Karamanlis before the examining committee.

A QUESTION for the revision of the constitutional provision on the immunity of ministers was raised directly by the European Prosecutor Laura Kovetsi, who is in Athens and met with the leadership of the Ministry of Justice for talks regarding the investigation of the Tembe accident. As she emphasized in a TV interview she gave to the TV station “Star”, provisions like this “block us from finding the truth.” Specifically, the European Ombudsman underlined:
“They block us from finding the truth. They block us from doing justice. Because if you are forbidden to do research, you cannot uncover the truth. Unfortunately, the constitutional provision must change. That is why we have requested it and have sent a letter to the Commission. It is not in our power to change this. We are not the legislators”.
In other words, he revealed that the issue has also been raised with the European Commission, which means that very soon the country will again be accused before the EU, for an issue on which no one in Athens seems willing to put their finger “on the type of all ». It is characteristic that there was no official announcement regarding the designation of Mrs. Kovetsi, after the visit and the meetings she had at the Ministry of Justice. She had to come out herself and say it on TV.
The European Ombudsman assured at the same time that she will do everything she can to ensure justice, even in the suffocating context that exists in Greece. In particular, he emphasized:
“I promise my relatives that I will do everything. I sincerely encourage them not to give up until they are vindicated. Don’t give up on finding the truth. I have no words to tell them because I have not been in their position. But as Prosecutor, I promise them that we will do our job. The constitutional provision must change. Very young and innocent… There are no words… There are no words to describe this tragedy. This drama”.
Mrs. Kovetsi is facing this tragic case in a completely human way. She shows sensitivity which she combines with her duty to serve Justice. She herself saw photos of the victims of the tragedy, was moved and promised their relatives that she will do everything to get justice for their souls. Her insistence on changing the law on ministerial responsibility begins with the finding that the existing legal framework cannot do its job.
Finally, the famous contract 717 was mentioned, as one of the causes of the accident was the fact that the works foreseen by it had not (and still have not) been done.
He insists on rendering Justice: “This wound cannot be healed without justice. In December, we called 23 public officials on this case. We are only investigating the parts related to how the European money was utilized in these projects”.

ΣΥΝΑΝΤΗΣΗ μέ τόν ὑπουργό Δικαιοσύνης Γιῶργο Φλωρίδη καί τόν ἁρμόδιο ὑφυπουργό Ἰωάννη Μπουγᾶ, εἶχε ἡ Εὐρωπαία Γενική Εἰσαγγελεύς Λάουρα Κοντρούτα Κοβέτσι, ἡ ὁποία ἐπεσκέφθη τήν χώρα μας λίγες ἡμέρες ἀφ’ ὅτου δημοσιοποιήθηκε τό κατηγορητήριο τῆς ὑπηρεσίας της γιά τό δυστύχημα τῶν Τεμπῶν.
Ἡ Εὐρωπαία Γενική Εἰσαγγελεύς ἐπιθυμεῖ τήν εἰς βάθος διερεύνηση τῆς ὑποθέσεως μέ τήν ἀνάληψη περαιτέρω πρωτοβουλιῶν ἀπό τήν πλευρά τῆς ἑλληνικῆς Δικαιοσύνης καί τῆς ἑλληνικῆς Κυβερνήσεως.
Τό πολυσέλιδο κατηγορητήριο τῆς Εὐρωπαϊκῆς Εἰσαγγελίας ἐκθέτει τό κυβερνῶν κόμμα καί τό πόρισμα στό ὁποῖο κατέληξε μετά τήν ὁλοκλήρωση τῶν διαδικασιῶν τῆς Ἐξεταστικῆς Ἐπιτροπῆς γιά τά Τέμπη. Συγκεκριμένως, ἡ Εὐρωπαϊκή Εἰσαγγελία ἔχει καταλήξει στό συμπέρασμα ὅτι ἐάν εἶχε ὁλοκληρωθεῖ ἡ σύμβασις 717, ἡ τραγωδία μέ τούς 57 νεκρούς θά εἶχε ἀποφευχθεῖ. Παραλλήλως, καταρρίπτει τόν ἰσχυρισμόμ ὅτι «καμμία τεχνολογία δέν θά ἀπέτρεπε τό δυστύχημα, ἀφοῦ καί τά πιό σύγχρονα συστήματα λειτουργοῦν ἀπό ἀνθρώπους», τόν ὁποῖο ἐξέφρασε ὁ πρώην ὑπουργός Μεταφορῶν Κώστας Ἀχ. Καραμανλῆς ἐνώπιον τῆς ἐξεταστικῆς ἐπιτροπῆς.
«Ἐάν εἶχαν πραγματικῶς πρόθεση νά ἐκτελέσουν τό ἔργο-ἀντικείμενο τῆς Συμβάσεως, δέν θά ἀπεδέχοντο σιωπηρῶς τόν αὐθαίρετο διαχωρισμό τῆς ἐκτελέσεως τοῦ φυσικοῦ ἀντικειμένου σέ δύο μέρη καί τήν μή ἐμπλοκή στό τμῆμα ΣΚΑ–Πλατύ τῆς δανειοπαρόχου ἑταιρείας ALSTOM Ferroviaria S.p.A., ἡ ὁποία ἔγινε ἀποδεκτή ἀπό τήν ΕΡΓΟΣΕ ἀκριβῶς γιατί διέθετε αὐτήν τήν εἰδική ἐμπειρία» σημειώνεται στό κατηγορητήριο τῆς Εὐρωπαϊκῆς Εἰσαγγελίας.
Ἀλλάξτε τόν νόμο γιά τήν ἀσυλία πολιτικῶν γιά νά φθάσουμε στήν ἀλήθεια γιά τά Τέμπη

ΖΗΤΗΜΑ ἀναθεωρήσεως τῆς συνταγματικῆς διατάξεως γιά τήν ἀσυλία τῶν ὑπουργῶν ἔθεσε εὐθέως ἡ Εὐρωπαία Εἰσαγγελεύς Λάουρα Κοβέτσι, ἡ ὁποία εὑρίσκεται στήν Ἀθήνα καί συνηντήθη μέ τήν ἡγεσία τοῦ Ὑπουργείου Δικαιοσύνης γιά συνομιλίες σχετικά μέ τήν διερεύνηση τοῦ δυστυχήματος τῶν Τεμπῶν. Ὅπως ἡ ἴδια ἐτόνισε σέ τηλεοπτική συνέντευξη πού ἔδωσε στόν τηλεοπτικό σταθμό «Στάρ», διατάξεις, ὅπως αὐτή, «μᾶς μπλοκάρουν ἀπό τοῦ νά βροῦμε τήν ἀλήθεια.» Συγκεκριμένως, ἡ Εὐρωπαία Eἰσαγγελεύς ὑπεγράμμισε:
«Μᾶς μπλοκάρουν ἀπό τό νά βροῦμε τήν ἀλήθεια. Μᾶς μπλοκάρουν ἀπό τό νά ἐφαρμόσουμε δικαιοσύνη. Γιατί ἄν σοῦ ἀπαγορεύουν νά κάνεις ἔρευνα, δέν μπορεῖς νά ἀποκαλύψεις τήν ἀλήθεια. Δυστυχῶς, ἡ συνταγματική πρόβλεψη πρέπει νά ἀλλάξει. Γι’ αὐτό τό ἔχουμε ζητήσει καί ἔχουμε στείλει ἐπιστολή στήν Κομμισσιόν. Δέν εἶναι στό χέρι μας νά τό ἀλλάξουμε αὐτό. Δέν εἴμαστε οἱ νομοθέτες».
Ἀπεκάλυψε δηλαδή ὅτι τό ζήτημα ἔχει τεθεῖ καί στήν Εὐρωπαϊκή Ἐπιτροπή, κάτι πού σημαίνει ὅτι πολύ σύντομα ἡ χώρα θά εὑρεθεῖ καί πάλι κατηγορουμένη ἐνώπιον τῆς ΕΕ, γιά ἕνα ζήτημα ἐπί τοῦ ὁποίου οὐδείς στήν Ἀθήνα ἐμφανίζεται πρόθυμος νά θέσει τόν δάκτυλον «ἐπί τόν τύπον τῶν ἥλων». Εἶναι χαρακτηριστικό ὅτι δέν ὑπῆρξε ἐπίσημος ἀνακοίνωσις σχετικῶς πρός τήν ἐπισήμανση τῆς κ. Κοβέτσι, μετά τήν ἐπίσκεψη καί τίς συναντήσεις πού εἶχε στό Ὑπουργεῖο Δικαιοσύνης. Ἔπρεπε νά βγεῖ ἡ ἴδια νά τά πεῖ στήν τηλεόραση.
Ἡ Εὐρωπαία Εἰσαγγελεύς διεβεβαίωσε ταυτοχρόνως ὅτι θά κάνει ὅ,τι μπορεῖ γιά νά ἀποδοθεῖ δικαιοσύνη, ἀκόμη καί στό ἀσφυκτικό πλαίσιο πού ὑπάρχει στήν Ἑλλάδα. Εἰδικώτερα ἐτόνισε:
«Ὑπόσχομαι στούς συγγενεῖς ὅτι θά κάνω τά πάντα. Εἰλικρινά τούς ἐνθαρρύνω νά μήν τά παρατήσουν μέχρι νά δικαιωθοῦν. Νά μήν τά παρατήσουν ἀπό τό νά βροῦν τήν ἀλήθεια. Δέν ἔχω λόγια γιά νά τούς πῶ γιατί δέν βρέθηκα στή θέση τους. Ἀλλά ὡς Εἰσαγγελέας, τούς ὑπόσχομαι ὅτι θά κάνουμε τήν δουλειά μας. Ἡ συνταγματική πρόβλεψη πρέπει νά ἀλλάξει. Πολύ νέοι καί ἀθῶοι… Δέν ὑπάρχουν λόγια… Δέν ὑπάρχουν λόγια γιά νά περιγράψουν αὐτήν τήν τραγωδία. Αὐτό τό δρᾶμα».
Ἡ κ. Κοβέτσι ἵσταται ἀπέναντι στήν τραγική αὐτή ὑπόθεση κατά τρόπον ἀπολύτως ἀνθρώπινο. Ἐπιδεικνύει εὐαισθησία τήν ὁποία συνδυάζει μέ τό καθῆκον της νά ὑπηρετήσει τήν Δικαιοσύνη. Ἡ ἴδια εἶδε φωτογραφίες τῶν θυμάτων τῆς τραγωδίας, συγκινήθηκε καί ὑπεσχέθη στούς συγγενεῖς τους ὅτι θά κάνει τά πάντα γιά νά δικαιωθοῦν οἱ ψυχές τους. Ἡ ἐπιμονή της γιά τήν ἀλλαγή τοῦ νόμου περί εὐθύνης ὑπουργῶν, ξεκινᾶ ἀπό τήν διαπίστωση, ὅτι τό ὑπάρχον νομικό πλαίσιο δέν μπορεῖ νά κάνει τήν δουλειά της.
Ἀνεφέρθη τέλος στήν περίφημη σύμβαση 717, καθώς μία ἀπό τίς αἰτίες τοῦ δυστυχήματος ἦταν τό γεγονός ὅτι τά ἔργα πού προεβλέποντο ἀπό αὐτήν δέν εἶχαν (καί ἀκόμη δέν ἔχουν) γίνει.
Ἐπιμένει στήν ἀπόδοση Δικαιοσύνης: «Αὐτό τό τραῦμα δέν μπορεῖ νά ἐπουλωθεῖ χωρίς δικαιοσύνη. Τόν Δεκέμβριο καλέσαμε 23 δημόσιους λειτουργούς ἐπ’ αὐτῆς τῆς ὑπόθεσης. Ἐρευνοῦμε μόνο τά κομμάτια πού συνδέονται μέ τό πῶς ἀξιοποιήθηκαν τά εὐρωπαϊκά χρήματα σ’ αὐτά τά projects».
